I'm wondering if your yarn or hook is larger than mine? On the sc 15 around the chain, you are actually crocheting around the eye opening, not IN each ch.

If you look at the bottom of the eye opening, you'll see that they don't go through the ch from the previous row. Putting 15 sc around the chain of 11 makes the eye open up more and pull it down to make the eye opening larger. Does that help? It is connected across the front only yes, the ties go around the back of the head and hang after tied. I love this pattern.

When I switched the recommended hook for the shell with the one for the body and vice versa, the pieces turned out how I wanted them to look and more like the picture.
